Minister Hon. Daniel Garwe this afternoon addressed the media on the progress made by local authorities in implementing the key deliverables of President Emmerson D. Mnangagwa’s Call-to-Action blueprint launched in November 2023. Minister Garwe reported that 84 out of 92 local authorities had submitted their draft Master Plans to the Ministry by the 30 June 2024 deadline for review and public exhibition for the mandatory 60days during which period, stakeholders make inputs, comments or raise objections. He also revealed that 19 local authorities had their valuation rolls approved while 44 valuation rolls are now on public display. Six local authorities yet to submit their draft Master Plans are:-
- Beitbridge Municipality,
- Epworth Local Board,
- Ruwa Local Board,
- Mutare RDC,
- Chitungwiza Municipality and
- Hwange Local Board.
They asked for extension to submit between next week and end of July, 2024. In terms of enterprise resource planning systems, the Minister indicated that 22 local authorities are fully utilizing the Emergency Resource Planning System (ERP) with 65 of them partially using them. Overall compliance to the Call-to-Action blueprint by local authorities is 84%. ”The Ministry is happy with the progress that our Local Authorities have made in implementing the blueprint,” Hon Garwe said, adding that the Ministry was now interrogating matters concerning non-compliant by the local authorities, on a case by case basis.
